This article assesses the development level of green financial instruments in Azerbaijan through comparative analysis and econometric evaluation with CIS countries, Turkey and Eastern European states. The aim of the study is to identify the current state of green finance infrastructure, learn from regional experiences and propose strategic recommendations for the advancement of this sector in Azerbaijan. The analysis focuses on indicators such as green bonds, ESG metrics, the share of green investments in GDP and the level of integration into international initiatives. Using the ARDL model, the economic impact of green finance has been empirically measured for both Azerbaijan and selected countries.
